Empower’s Quality Management Program aligns with the regulations from the PASSE Provider Agreement, (PPA) PASSE Provider Manual, and the DHS Quality Strategy. The state Quality Assessment and Performance Improvement (QAPI) format allows the organization a dynamic approach for improving quality and safety for our members.
The program is divided into a trilogy of documents:
- The Annual Quality Assessment and Program Improvement
- (QAPI) Strategic Plan
- The Work Plan
- The Program Evaluation
Empower also uses the National Committee of Quality Assurance (NCQA) standards as a guide to design quality improvement into a data-driven roadmap for the implementation of the strategic plan and work plan. The results of the program drive a comprehensive evaluation that records output for the year’s activities. The evaluation guides the organization in identifying future quality assessment and program improvement activities, while striving for continued service excellence for the providers and members Empower serves.
The Quality Program applies the principles from the Institutes of Health Care Improvement’s Quadruple Aim to assist in achieving optimization of the performance of Empower’s health care programs, networks, and operations by focusing on quality goals that will impact better care, lower costs, and improve the health of the Empower population. In applying this Quadruple Aim, Empower aligns quality efforts to meet DHS performance expectations in providing our members working with our providers with increased access to care, reliability of services, improvement of health outcomes, decreased excessive utilization, while striving for improved member, provider and stakeholder satisfaction with the PASSE Program.
